In a recent video message, Prime Minister Narendra Modi celebrated the passage of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, calling it a significant advancement in maintaining the integrity of the examination system. Modi emphasized the government’s commitment to taking decisive actions against what he referred to as the “paper mafia” that has plagued the examination process.
However, the bill’s passage has not been without its critics. Abhijeet Dipke, founder of the Cockroach Janta Party (CJP), took to social media to express his skepticism. Dipke questioned the effectiveness of merely implementing tougher laws to address the persistent issue of exam paper leaks, suggesting that these measures might not be sufficient on their own.
The CJP leader’s critique extended beyond the Prime Minister’s video presentation. Dipke argued that the new legislation predominantly focuses on penalizing offenders rather than addressing the root causes of the leaks. He stressed the need for comprehensive structural reforms and increased transparency within the examination system.
Dipke and the CJP have called for significant changes, particularly targeting the operations of the National Testing Agency (NTA). They believe that a more transparent and structurally sound approach could better safeguard against the recurrence of paper leaks, which have been a longstanding issue in the examination system.
As the discourse unfolds, the debate highlights the complexity of ensuring a fair and credible exam environment. While the government’s legislative move marks a step forward, critics like Dipke insist on a broader strategy that includes preventive measures and systemic changes to truly secure the examination process.
